Underspecification in Models of Organizational Effectiveness: Comments on Bresser and Dunbar

Bresser and Dunbar's (1986) study of the effectiveness of West German universities failed to incorporate adequate indicators of student quality and relevant internal processes. Measures of executive leadership style and strategy formulation seem specifically called for, together with indicators of organizational climate operating at the departmental level. Problems in describing structure-strategy relationships in university contexts are discussed to facilitate further research.
